Since teal is a special color that one doesn't encounter that often in formal clothes, teal bowties are not for any occasion and don't suit all men. They can though showcase eyes which are of a light color and so be safely worn by men with light-green or pale-blue eyes, in combination of course with a suitable outfit. A teal bow tie is normally better suited for events which are more fun than formal, though there can be exceptions to this. The bottom line is that a teal bowtie needs a matching suit else it may look garish – when it doubt, stick with more conventional colors.
